RESOLUTION NO. 2013 -13
A RESOLUTION EXTENDING CITY OF SPRINGFIELD WORKERS'
COMPENSATION COVERAGE TO VOLUNTEERS
OF THE CITY OF SPRINGFIELD
WHEREAS, the City of Springfield seeks to extend workers compensation coverage to
volunteers of the City of Springfield.
NOW THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of
Springfield, a municipal corporation of the State of Oregon as follows:
1. Effective July 1, 2013, the City of Springfield shall provide workers compensation
insurance coverage to volunteers of the City of Springfield as follows:
Pursuant to ORS 656.031, workers' compensation coverage will be provided to the
classes of volunteers listed in this resolution, noted on CIS payroll schedule:
A. Public Safety Volunteers: An assumed monthly wage of not less than $800.00
will be used for public safety volunteers; and
B. Non - Public Safety Volunteers: Non - public safety volunteers will keep track of
their hours and have their assumed payroll reported in the correct class code
listed on the CIS Payroll Schedule for the type of work being performed using
Oregon minimum wage; and
C. Other Volunteers: Unanticipated volunteer projects or exposure not addressed
herein will be added onto City of Springfield's coverage agreement (1) by
endorsement, (2) with advance notice to CIS, and (3) allowing two weeks for
processing. It is hereby acknowledged that coverage of this type cannot be
backdated.
2. This Resolution has the same force and effect as if signed on or before the
effective date of coverage.

3. This Resolution shall take effect upon its adoption by the Council and approval by
the Mayor.
ADOPTED by the Common Council of the City of Springfield this 22nd day of
July 2013 with a vote of 6 for and 0 against.
