Administrator McKenzie River Christian School Re: Proposal to house McKenzie River Christian School in Northwood Christian Church *McKenzie River Christian School was founded in 1997 in Lane County and operated in Leaburg and Vida for the past sixteen years. Because of a decline in the population of young families in this area, it is our desire to place our school in the city of Springfield. We once had a high enrollment of 76 but this past year only enrolled 18 students. *MRCS is a non-profit,non-denominational, 501 C-3 corporation with a Federal EIN of 91- 1788297 and an Oregon business ID #925437. We are registered with the Oregon Department of Education and the Corporation Division of the Oregon Secretary of State. *Our hours of operation will be from 8:00 A.M.to 3:30 P.M. for staff,with the students in attendance from 8:15 A.M. to 3:05 on Monday through Thursday. Our school year would run from the first week of September through the first week of June. *Page Elementary School begins classes at 8:40 A.M. We will begin classes at 8:15 A.M.so as not to interfere with the morning traffic flow to the schooL Page Elementary releases its students at 2:42 P.M. We will,therefore, end our classes at 3:05 P.M. This schedule will result in a negligible effect on traffic flow in the Northwood Church/Page Elementary area. *We hope for an enrollment of 30 students in the fall. Presently, we have 7 students enrolled. Students will be transported by personal vehicles, many of which will car pool. *Northwood Christian Church has a very large asphalted parking area off Harvest Lane which would easily accommodate all of our staff vehicles as well as parents arriving to drop off or pick up their children. Church has an excellent existing entry off Harvest Lane and established traffic flow in the form of a U so that drivers enter in one lane and exit on to Harvest Lane in another dedicated lane. *During school recess times and physical education classes,McKenzie River Christian School will utilize Page Park (a Willamalane city park)directly across Hayden Bridge Road. All students will cross Hayden Bridge Road with adult supervision at the public crosswalk with the existing traffic light. Students will use the public sidewalk and greenway to access Page Park. We will not use any part of Page Elementary property. Date Received: JUL 162013 Original Submittal • • *Younger students will use the church fenced play area on site as well as a designated area on the asphalt church parking area for recess. Both areas are well away from the adjoining properties to minimize any noise for the people living in the neighborhood. See Site Plan. 5.9-120 Criteria *McKenzie River Christian School will use only the designated approved classroom wing of Northwood Christian Church. Proposed use is a permitted use in an LDR Zone. The existing church use met discretionary use standards. Site has existing approval. See 2004 Discretionary Use and Site Plan review,Northwood Christian Church(ZON 2003-00039,DA 7/12/04). A. The proposed use conforms with applicable: 1.Provisions of the metro plan; LDR Zoning is consistent with LDR Metro Plan Designation. 2.Refinement Plans;None apply. 3. Plan District standards; Permitted use in LDR subject to DU. 4. Conceptual Development Plan; None apply. 5. Specific Development Standards in this Code; existing site meets all of SDC 4.7-130(churches)and the applicable portions of SDC 4.7-170 (Schools). See ZON 2003-00039. B. The site under consideration is suitable for the proposed use,considering: 1. When giving consideration to the existing large public school(Page Elementary) and large church(Northwood Christian Church),we would be a minimal concern in all areas under#1. 2. See ZON 2003-00039. 3. NSA 4. No new permits are required regarding sewer.See attached letter from Lane County Sanitarian. Existing use is already approved for utilities,streets,sanitation, storm drainage,and other public infrastructure. C. Adverse effects to adjacent properties: None.
