Traffic Impact Studies (TIS) allow the City to analyze and evaluate the traffic impacts and mitigation of a development on the City's transportation system. In general, a TIS must explain how the traffic from a given development affects the transportation system in terms of safety, traffic operations, access and mobility, and immediate and adjoining street systems. A TIS must also address, if needed, City, Metro Plan and state land use and transportation policies and objectives. Location of proposed street lighting is shown without information for type, height and area of illumination. Applicant shall show required information on a street lighting sheet to ensure compliance with code and design standards. Applicant is encouraged to review current City of Springfield Engineering Design Standards and Procedures Manual language due to recent changes including the prohibition of wood poles and other changes to other lighting design elements. 2. Location of future driveways not shown for individual lots. Since radius for the U street connection at proposed Lot # 22 is not shown, determination of whether there will be sufficient frontage to accommodate the 30' driveway setback for this is lot unavailable. Applicant shall show how driveways may be placed for this lot within code standards with consideration for the possibility of this lot to be a developed as a duplex. 3. Proposed street layout does not show approximate radii necessary to make determinations for turning movements and future lot access locations. Applicant. shall show radius dimensions and all other required geometry to ensure compliance with development standards upon further development of the site. 4. Application does not show required traffic control devices for the proposed roadway. Applicant shall show required traffic control at intersection of proposed U Street and 9`h in addition to any required signage to satisfy emergency service movements within the subdivision. Additional comments not related to the completeness of the application: a Applicant is proposing curbside sidewalk for the proposed U Street as part of this subdivision. Setback sidewalk with associated street trees is required as laid out in the City of Springfield's Engineering Design Standards and Procedures Manual. • Configuration of Lot #22 shall be adjusted to show dedication of the 25 foot vision triangle on the SE corner of the proposed U and 9th Street connection. • Proposed pedestrian connection between lots 8 and 9 shall be relocated between lots 6 and 7 to better align the pedestrian access with the existing pedestrian access location in the neighborhood to the north.
