This home will replace a previously located single wide manufactured home of 880 square feet. The site is in within Zone AE, 100 year floodplain, FEMA Panel 1144. This panel was revised to reflect a LOMR effective July 27, 2009. This LOMR removed the site from the designated Floodway area and raised the Base Flood Elevation approximately 2' for this particular site. '� !{�® 2 s + s4 :��A dem§�*.r ' FLOODPLAIN OVERLAY DISTRICT 3.3-415 Review (A) Development proposals within the Floodplain Overlay District shall be reviewed under Type I procedure. Development approval within the FP Overlay district, including.a Land and Drainage Alteration Permit, shall be obtained before construction or development begins within any area of special flood hazard established in Section 3.3-410B. Approval shall be required for all structures, manufactured homes and development as defined in this Code. (B) Special Review Procedures. The director shall administer this Article in consultation with the Building Official and the City Engineer. They shall: TYP112-00041 •Page Date Received: i Planner: LM • • 1. Review all development applications to determine that the application requirements of this Article have been satisfied; Finding: The applicant submitted the information necessary for review as required in SDC 5.4-105. Items have been conditioned for submittal to satisfy the criteria of this section. Conclusion: The proposal satisfies criteria 1. 2. Review all development applications to determine that all necessary permits have been obtained from those Federal, State or local governmental agencies for which prior approval is required. Finding: A Building Permit is required for placement of a manufactured home in the City of Springfield and its Urban Growth Boundary. The applicant has submitted a building permit (S12-2071). Finding: The subject site is a previously developed lot within an approved subdivision. Finding: The fill proposed is limited to that necessary for the replacement of a pre- existing structure in accordance with BFE provisions. Finding: The Willamette River and its floodplain provide habitat for fish species listed by NMFS as endangered or threatened under the Endangered Species Act. Finding: Proposed filling shall utilize a balanced cut and fill approach to prevent and/or minimize adverse effects on surrounding natural resources, including but not limited to Willamette River floodplain, riparian areas and fish habitat. Finding: Springfield Development Code 3.3-415(A) states development within the floodplain requires a Land and Drainage Alteration Permit (LDAP) to be submitted and approved for any fill, grading or excavating that will occur on this lot. Condition 1: Obtain a Land and Drainage Alteration Permit from the Engineering Division and avoid any fill not directly related to replacement of the existing structure. Please contact Todd Singleton (541-726-5931) or Clayton McEachern (541-736-1036) for information and submittal requirements. Finding: The Lane County Sanitarian is responsible for approvals of septic systems on new and existing development in the Urban Growth Boundary. This replacement manufactured home adds an additional bedroom and increases the square footage in comparison to the prior unit. A Sanitation Authorization Notice or new permit from Lane County was not submitted by the applicant. An Authorization Notice verifies the existing septic system will accommodate the new unit. TYP112-00041 3 Date Received: I I Ie I I.3 g Planner: LM • • • Condition 2: Provide either a copy of a Sanitation Authorization Notice from Lane County approving the existing septic system for the proposed new unit or a new septic permit from Lane County. Finding: Revised FEMA Elevation Certificate (Form 81-31, March 09) requires an Elevation Certificate with Construction Drawings, Building Under Construction, and at Finished Construction. Condition 3: Provide three FEMA Elevation Certificates completed by a certified engineer, surveyor or architect. The first required in Section Cl of the certificate marked "Construction Drawings" shall be submitted prior to building permit issuance. The second, marked "Building Under Construction" shall be submitted at the time of the pier block set. The third, marked "Finished Construction" shall be submitted at the time of the Final Building Inspection, prior to Occupancy. Conclusion: The building permit, Land Drainage and Alteration Permit, the first Elevation Certificate and a copy of the Lane County Septic Approval must be obtained prior to construction. The second and third FEMA elevation certificates are required during and after construction and prior to occupancy. 3. Review all development applications to determine if the proposal is located in the floodway. If the proposal is located in the floodway, assure that the encroachment provisions of Section 3.3-420C. are met. Finding: According to the revised FEMA mapping (FIRM panel 41039C 1144F), revised to reflect a LOMR dated July 27, 2009 the site is no longer in the Floodway boundary of the Willamette River. Conclusion: The development site is not within the mapped floodway of the Willamette River. 4. When base flood elevation data has not been provided by "THE FLOOD • INSURANCE STUDY FOR THE CITY OF SPRINGFIELD, LANE • COUNTY, OREGON," date June 2, 1999 and any revisions thereto, or "THE UNINCORPORATED AREAS,: date June 2, 2000 and any revisions thereto, the City Engineer shall obtain, review and utilize any base flood elevation date and floodway data available from a Federal, State or other source in order to administer this Section. Finding: The applicant has submitted a stamped elevation map of this parcel from Ron Rice, Registered Land Surveyor at Geomax Engineering, stating the Base Flood Elevation of 450.6 for this site utilizing the updated information in the LOMR dated July, 2009. Conclusion: The requirements of these criteria have been met. TYP112-00041 • Page 4 Date Received: i Planner: LM • • • 5. Where base flood elevation data is provided through the Flood Insurance Study or as specified in Subsection BA, above, obtain and record the actual elevation (in relation to mean sea level) of the lowest floor (including basement) of all new and substantially improved structures, and whether or not the structure contains a basement; Finding: The submittal of the three Elevation Certificates at Construction Drawings, Under Construction and Finished Construction required in Condition 3 above, will record the actual elevation of the lowest floor of the proposed replacement manufactured home. Conclusion: Criteria 5 has been satisfied. 6. For all new or substantially improved flood-proofed structures: a. Verify and record the actual elevation (in relation to mean sea level); and b. Maintain the flood-proofing certification required in Section 3.3-420B.2.a.iii; Finding: The required FEMA Elevation Certificates include verifying and recording the actual grade elevations of this specific lot. Conclusion: Condition 3 requires the submittal of the FEMA elevation certificates. 7. Maintain for public inspection all records pertaining to the provisions of this Section: Finding: The records are kept in the Development Services Department. Conclusion: Copies of the records are stored in the Development Services Department and a copy will be kept on site for the inspector. Condition 4: The applicant must keep available all records for inspection. 8. Notify adjacent communities and the Division of State Lands prior to any . alteration or relocation of a watercourse, and submit evidence of this - notification to the Federal Insurance Administration; - Finding : No alterations are proposed at this time. Conclusion: This criteria has been met. 9. Require that a program of periodic inspection and maintenance be provided with the altered or relocated portion of a watercourse so that the flood carrying capacity of the watercourse is not diminished; and Finding: No alterations or relocations are proposed - Conclusion: Criteria 9 has been satisfied. Make interpretations,where needed, as to exact location of the boundaries of areas of special flood hazards (for example, where there appears to be a conflict between a mapped boundary and actual field conditions). A person contesting the location of the boundary may appeal the interpretation as specified in Article 15, Appeals. Finding: This standard does not apply to this proposal. Conclusion: This criteria has been satisfied. 33-420 Development Standards A. General Standards. In all areas of special flood hazard within the City and its urbanizable area, the following standards shall apply: 1. Anchoring. All new construction, manufactured homes and substantial improvements subject to less than 18 inches of flood water during a 100 year flood shall be anchored to prevent flotation, collapse or lateral movement of the structure and shall be installed using methods and practices that minimize flood damage. Anchoring methods for manufactured homes may include, but are not limited to, use of over-the-top or frame ties to ground anchors (Reference FEMA's "Manufactured Home Installation in Flood Hazard Areas" guidebook for additional techniques). If subject to 18 inches, or more of flood water, or located in the floodway, manufactured homes, apart from manufactured home in Mobile Home Parks and Subdivisions, shall be anchored to prevent flotation or lateral movement and the design shall be certified by an engineer or architect. Manufactured homes in an existing Mobile Home Park or Subdivision may use the ties to ground anchors and additional techniques specified above. Finding: The area is not located within the Floodway. Condition 5: Provide anchoring to prevent flotation, collapse or lateral movement - of the structure as per the Oregon Manufactured Home Dwelling Specialty Code. This information shall be submitted with the required building permit. 2. Construction Materials and Methods - a. All new construction and substantial improvements shall be constructed with approved materials and utility equipment resistant to flood damage. b. All new construction and substantial improvements shall be constructed using approved methods and practices that minimize flood damage. c. Electrical, heating, ventilation, plumbing and air-conditioning equipment and other service facilities shall be designed and/or otherwise elevated or - located to prevent water from entering or accumulating with the components during conditions of flooding. TYP112-00041 I I Page 6 V IL Date Received: Planner: LM • • Finding The Base Flood Elevation (BFE) for this lot is 450.6 Condition 6: All electrical, heating,ventilation and air conditioning systems installed shall be elevated at or above the Base Flood Elevation of 450.6. Electrical wiring may be located below the main floor level if it is the type approved for wet locations. Mechanical ductwork may be installed below the main floor level only if it is galvanized metal, sealed against intrusion by water and adequately secured to resist the buoyant action of flood waters. Conclusion: All building materials at or below the BFE must be flood resistant. Systems that are not flood resistant must be elevated above the BFE. 3. Utilities 1. All new and replacement water supply systems shall be designed to minimize or eliminate infiltration of flood waters into the system; - 2. New and replacement sanitary sewage systems shall be designed to minimize or eliminate infiltration of flood waters into the systems and discharge from the systems into flood waters; and 3. On-site waste disposal systems shall be located to avoid impairment to them or contamination from them during flooding. Finding : Lane County determines whether a new septic system is needed or whether the existing septic system is adequate. A condition listed above requires the applicant to submit either a Septic Authorization Notice regarding the existing septic or a permit for a new system. B. Specific Standards. In all areas of special flood hazard with the City and its urbanizable area where base flood elevation data has been provided as specified in Sections 3.3-410A. and B. or 3.3-415B.4., the following provisions are required: 1. Residential Construction a. New construction and substantial improvement of any residential structure shall have the lowest floor, including basement, elevated to one foot above the base flood elevation. Finding: The Base Flood Elevation as provided by Ronald Rice, Professional Land Surveyor with Geomax Engineers and Surveyors, is 450.6. This data uses information provided in a Letter of Map Revision to FEMA panel 1144 dated July 27, 2009. Condition 7: The lowest floor of the manufactured home must be elevated to 451.6; one foot above the Base Flood Elevation of 450.6. • b. Fully Enclosed areas below the lowest floor that are subject to flooding are prohibited, or shall be designed to automatically equalize TYP112-00041 Page 7 Date Received: I I �►_' Planner: LM • • • hydrostatic flood forces on exterior walls by allowing for the entry and exit of flood-waters. Designs for meeting this requirement shall either be certified by an engineer or architect or shall meet or exceed the following minimum criteria: • A minimum of two openings of equal size having a total net area of not less than one square inch for every square foot of enclosed area subject to flooding shall be provided. • The bottom of all openings shall be no higher than one foot above grade. • Openings shall be located unrestricted cross-flow of flood-waters through the enclosed area from one side to the other. • Openings may be equipped with screens, louvers, or other coverings or devices if certified by an engineer or architect, provided that they permit the automatic entry and exit of flood- waters. - Finding: The grade elevations on site range from 446 to 446.7. There will be approximately 5 to 5 'h feet of enclosed space below the lowest floor. Condition 8: Provide detail of venting for the crawl space area which is required to have a minimum of two openings with a total net area of 1430 square inches. The bottom of the openings shall be no higher than one foot above grade and located to allow unrestricted cross-flow of flood-waters through the enclosed area from one side to the other. Openings may be equipped with screens, louvers, or other coverings or devices if certified by an engineer or architect, provided that they permit the automatic entry and exit of flood-waters. 4. Foundations. Foundations for all new construction; substantial improvements and manufactured homes subject to 18 inches or less of flood water during a 100 year flood shall be as specified in the Springfield Building Codes. Finding: The building permit does not provide the method of elevating the floor 5 to 5 `A feet above the grade. Condition 9: Provide detail of the design method used to elevate the floor to a foot above the BFE meeting the standards of the Oregon Manufactured Dwelling Installation Specialty Code. A registered design professional approved by the building official maybe required to approve the design if the maximum height limitations are exceeded (See section 3.2-5.2 of the Oregon Manufactured Dwelling Installation Specialty Code). If fill is used in the elevation, as building pad, a subgrade evaluation by a registered professional may be required.
