Both parcels are suitable far further development and a future development plan is submitted. MT.VERNON ROAD: The existing dwelling has street access via Montclaire Lane and neither parcel will use Mt. Vernon Road for access. Therefore pursuant to SDC 4.2-105(G)(2)applicant proposes no improvements to Mr. Vernon Road until parcel 1 is further developed to create additional lots that will access and increase traffic on this street. The tentative partition plan does not show proposed additional right of way along Mt.Vernon Road. Applicant proposes the dedication of an additional right of way that would taper from 30 feet on the west end to match existing right of way to 10 feet that would extend along the majority of the property. This would provide a total 50 foot right of way along the east portion of the property. See attached 8- 04-09 email from Jon Driscall. STORM WATER STUDY: The land division proposed will create a 1.4 acre parcel that is developed with a dwelling and driveways with a stormwater system already in place. It will create an additional 1.6 acre vacant parcel that will be subdivided into additional lots with street improvements at some time in the future. There will be no development of the property as a result of this partition that would alter stormwater drainage conditions that currently exist. In recognition of the future need for stormwater control/treatment facilities,a drainage easement for a future treatment facility is proposed along the north side of the future street location on parcel 1. TRAFFICE IMPACT STUDY: The division proposed could allow one additional dwelling on parcel 2. While a traffic impact study may be appropriate to address impacts from a future residential subdivision on the city street system, applicant suggests that the potential for a single dwelling does not warrant such a study. SITE ASSESSMENT OF EXISTING CONDITIONS: Note: a civil engineer will be engaged with tentative partition submittal as may be required to further address the following issues: • Vicinity Map-See Preliminary Partition Submittal. • Site Features-See Preliminary Partition Submittal. • Easements-An easement is proposed across parcel 2 to provide access to parcel 1. It is within the future right of way shown on the redevelopment plan for the parcels currently proposed. As PRE-SUBMITTAL REC'D IL 3 2013 • • described above, a drainage easement to accommodate future development is also proposed. A seven foot wide public utility easement is located along the north and east property boundaries. • Water Courses-No quality limited water courses exist on the property. • Floodplain -As shown on FEMA Flood Map No. 415592 the property is not located with a floodplain or floodway. • Wellhead Protection -The property is not located within a wellhead travel/protection zone. • Physical Features-See Preliminary Partition Submittal. • Soil Types-80 percent of the property contains 43C Dixonville-Philomath-Hazelair complex soil on slopes of 3 to 5 percent. 20 percent of the property that exists as a narrow strip along the west property line contains 528 Hazelair silty clay loam on slopes of 2 to 7 percent. STORMWATER MANAGEMENT PLAN: The partition proposed will not result in any change to existing drainage or stormwater conditions. (20N2009-00018). Mike mentioned he may change his proposal to a partition, leaving lots 1-5 of the DIM for possible future expansion. Brian and I see that it is questionable whether Mt.Vernon will ever be extended, so if this came in as a partition, it would seem fair from Transportation's view to only require a dedication of 10 along Mt Vernon Road to bring it up to the 50' required for a local street. As they would not be connecting to Mt. Vernon, I would not ask for street developments as part of that application.
