Chemical spills or leaks at this location have the potential to contaminate Springfield's drinking water supply. Any chemical spills or leaks shall be cleaned up immediately and clean-up materials disposed off-site in accordance with Lane County and DEQ requirements. Care shall be taken during construction to prevent groundwater contamination. Construction notes shall include the following drinking water protection guidelines: • Any chemical spills or leaks must be cleaned up immediately and clean-up materials disposed off-site and in accordance with Lane County and DEQ requirements. • Chemical handling,storage, and use: Contractors/developers shall be responsible for the safe handling and storage of chemicals,petroleum products,and fertilizers and the prevention of groundwater and storm water runoff contamination. Chemicals used during construction, including paint and cleaning materials/wastes, must not enter the soil or be washed into the storm water system. All chemicals should be stored in adequate secondary containment. • Equipment maintenance and fueling: Precautions must be taken to prevent fluid- containing equipment located outside from leaking,including providing a dedicated area for fueling and maintenance of equipment. This area should be prepared and maintained in a way that prevents spills or leaks from migrating to the soil or storm water drainage system. • No fill materials containing hazardous materials shall be used on this site. Date Received: 07/aoi3 Planner AL / • • A Drinking Water Protection (DWP) Overlay District Development Application will be required if the project will affect the storage,use,and/or production of hazardous or other materials that pose a risk to groundwater; or will increase the quantity of hazardous or other materials that pose a risk to groundwater that are stored,used and/or produced. If the DWP application will be required, please contact me (541.744.3745) to discuss the requirements and submittal materials. Rooftop mounted equipment and other fluid-containing equipment located outside the building should be sealed and provided with secondary containment or a weather resistant enclosure. In the event of a spill or leak, this will prevent any fluids from migrating into the storm water drainage system. Wellhead protection signs (using the sign standard provided by SUB) shall be placed at the site temporarily during construction and permanently adjacent to truck bays,building entrances,trash enclosures,stormwater facilities, and elsewhere on the site to alert contractors, subcontractors, employees, and others to the importance of reporting and cleaning up any spills. If any new swale facilities will be added, the following standards shall apply: • The thickness of the constructed medium, including or in addition to the growing medium,at the base of the swale shall be a minimum of 24 inches thick. • The base of the swale shall include a constructed medium comprising a mixture of sand, native soil, loam,and compost. The fraction of organic carbon (foc) in the constructed medium shall be a minimum of 0.20 (i.e., 40-50%) organic matter. If the growing medium does not conform to this minimum foc requirement,then the constructed medium would be placed in addition to the required growing medium.
