ACTION REQUESTED: Approve/Not Approve a motion to waive the requirement for newspaper advertisement of requests for proposal (RFP) exceeding $100,000 and allow the City Manager to award and sign the P41020 Channel 6 Stormwater Master Plan contract upon completion of contract negotiations. ISSUE STATEMENT: The Development and Public Works Department seeks Council approval to waive the requirement for newspaper advertisement of requests for proposals exceeding $100,000 and allow the City Manager to award Contract #956 to the selected consultant through the qualifications based selection (QBS) process, AMEC Environmental & Infrastructure Inc., for the completion of the for P41020 Channel 6 Stormwater Master Plan. ATTACHMENTS: None DISCUSSION/ FINANCIAL IMPACT: The Channel 6 Stormwater Master Plan project is identified in the Council adopted Capital Improvement Program. Channel 6 improvements are intended to support the fulfillment of Springfield’s obligations to improve the quality of urban stormwater under the Clean Water Act, Endangered Species Act, Safe Drinking Water Act, and the City’s NPDES stormwater discharge permit. Prior plans have provided the basis for needing construction of stormwater quality and conveyance facilities. The purpose of the Channel 6 Stormwater Master Plan is to initiate implementation of the Channel 6 improvements identified in these prior plans. A rigorous analysis of the channel’s capacity and functions will help inform and prioritize the design and construction of capital projects. The Development and Public Works Department issued a request for proposals on the City’s webpage and sent the request directly to several consultants, anticipating the completion of the project would total less than $100,000. One proposal was received by the Finance Department in May, and in initial negotiations, it is apparent the contract will exceed the $100,000 threshold. Staff is continuing to negotiate with AMEC Environmental & Infrastructure Inc. The Development and Public Works Department is requesting the City Council waive the requirement for newspaper advertisement of request for proposals exceeding $100,000 and allow the City Manager to award Contract #956 to the selected consultant through the qualifications based selection (QBS) process. Staff recommends award of the contract to AMEC Environmental & Infrastructure Inc. upon completion of contract negotiations. Sufficient funds are budgeted in fund accounts; 425-62243-850220 and 440-62243-850220.
