Property Line Adjustment Application Process
1. Applicant Submits a Property Line Adjustment Application to the Development
Services Department
• The application must conform to the Property Line Adjustment Submittal
Requirements Checklist on page 4 of this application packet.
• Planning Division staff screen the submittal at the front counter to determine
whether all required items listed in the Property Line Adjustment Submittal
Requirements Checklist have been submitted.
• Applications missing required items will not be accepted for submittal.
2. City Staff Conduct Detailed Completeness Check
• Planning Division staff conducts a detailed completeness check within 30 days of
submittal.
• The assigned Planner notifies the applicant in writing regarding the completeness of
the application.
• An application is not deemed technically complete until all information necessary to
evaluate the proposed development, its impacts, and its compliance with the
provisions of the Springfield Development Code and other applicable codes and
statutes have been provided.
• Incomplete applications, as well as insufficient or unclear data, will delay the
application review process and may result in denial.
3. City Staff Review the Application & Issues a Decision
• This is a Type I decision and thus is made without public notice and without a public
hearing since there are clear and objective approval criteria and/or development
standards that do not require the use of discretion.
• Decisions address all the applicable approval criteria and/or development
standards.
• Applications may be approved, approved with conditions, or denied.
• The City mails the applicant and any party of standing a copy of the decision, which
is effective on the day it is mailed.
• The decision issued is the final decision of the City and may not be appealed.

Map Number 18-02-03 Tax Lot 600
Weyerhaeuser NR Company is proposing a Property Line Adjustment between 2 of the
3 "legal lots" it owns within Tax Lot 600, Assessor's Map Number 18-02-03. The
purpose of this adjustment is to change the common property line between Property 1
and Property 2 and move it northerly to the Springfield City Limits. Weyerhaeuser NR
Company is planning on selling the property and per the agreement they have with the
pending purchaser one property is to be the portion of Tax Lot 600 within the city limits
and the other agreement is for the property outside the city limits and also the truck
road.
The property is currently zoned Low Density Residential. The property is vacant
timberland, covered mostly by fir, cedar, oak and maple trees and along with patches of
open meadows. The entire property comprises 136 acres, more or less. There will be
no new properties created in this Property Line Adjustment. Access will be from the
existing Weyerhaeuser Truck Road, which is owned by Weyerhaeuser Real Estate and
Development Company (WREDCO) and a draft copy of an access easement is included
in the packet of materials being submitted. This easement will be recorded only if the
prospective buyer does not buy all of the 136 acres of Tax Lot 600 and also the truck
road. The only utilities on the property at this current time are electrical powerlines in
easements.

WEYERHAEUSER NR COMPANY, a Washington corporation herein referred to as
"Declarant" is the owner of the hereinafter described Tract of land in the John Smith
Donation Land Claim Number 48, in Township 18 South, Range 2 West of the Willamette
Meridian in Lane County Oregon, as described on Exhibit "A", hereinafter referred to as
Property 1.
WEYERHAEUSER NR COMPANY, a Washington corporation herein referred to as
"Declarant" is the owner of the hereinafter described Tract of land in the John Smith
Donation Land Claim Number 48, in Township 18 South, Range 2 West of the Willamette
Meridian, as described on Exhibit "B", hereinafter referred to as Properties 2 and 3.
This Declaration of Property Line Adjustment is intended to adjust the property line
only between said Property 1 and Property 2, the new descriptions thereof are on attached
Exhibits "C" and "D" and by this reference made a part hereof, as set forth on said Exhibits
"C" and "D".
The drawings attached hereto as Exhibit "E" illustrates Properties 1, 2 and 3 before
the lot line adjustment and Exhibit "F" illustrates the after adjusted property line
between Properties 1 and 2.

2. Easement Provision. The terms of the easement are as follows:
2.1 Joint Access and Utility Easement
2.11 Purpose. This private access easement is for access to property conveyed to Weyerhaeuser
NR Company in a Warranty Deed as recorded on Document Number 2013-012235, Lane County,
Oregon Official Records
2.12 Use of Burdened Property. The owners or occupiers of affected property shall have the right
to use their property, including the area described as the easement, for any purpose so long as the
owners or occupiers do not interfere with the use of easement as granted by this instrument.
2.13 Private Grant. The easement created by this instrument does not constitute a dedication or
grant for public use.
2.14 Maintenance and Repairs. The cost of any maintenance or repair of the easement shall be
shared equally between Weyerhaeuser Real Estate Development Co. (WREDCO) and Weyerhaeuser
NR Company.
3. Enforcement. If any suit, action, or other proceeding, or an appeal therefrom, is instituted to
enforce, compel or clarify any right or obligation created in this instrument, the prevailing party
shall be entitled to receive from the adverse party, in addition to costs and disbursements, an
award of reasonable attorney fees to be set by the trial or appellate court.
Successors in Interest, Recordation. The provisions of this instrument touch and concern, and
relate to the use of the property described in a Warranty Deed as recorded on Document Number 2013-
012235, Lane County, Oregon Official Records. This document shall therefore be recorded in the
Official of Records of Lane County, Oregon.
All the provision of the instrument, including the benefits and burdens, are binding on and enure to the heirs,
successors, assigns, transferees, and personal representatives of all parties who own any of the parcels of
land affected by this document.
