Dear Mr. Hammons:
This will confirm in wri~ing our telephone conversation of
yesterday regarding the above referenced matter.
This information is based upon discussions with Dan Brown, Public
Works Director, Al Peroutka, City Engineer, Brian Barnett, Traffic
Engineer and Masood Mirza, Transportation Planning Engineer.
The City of $pringfield will approve Building Permit Number 990233
if the following conditions are satisfied:

A 35 foot right of way dedication along the east
edge of M.. and Mrs. White' s proper~iS required.
A two-thirds street improvement in fro~t of Mr: and
Mrs. White's property is required. Th~ improvement
would be street, curb and gutter ohly. The
installation of sidewalks, streeet lights and street
trees, normally part of the street improvement could
be de.ferred through the use of an improvement
agreement until such time as sidewalks, street
lights and street trees are'installed on. the
remainder of 34th Place to the North of Mr. and Mrs.
Wqite's property. Although city facilitated

financing of such an
improvement is problematic, particularly
because of the expenditure b~ City funds for a
Countv road, please contact' Bob Duey, Finance
Director, to determine what, if any, options
might be available. Telephone # 726-3704.
Additionally:
* The City would not require an improvement' agreement for
improvements along Garden Avenue.
* The City would endorse or assist Mr. and Mrs. White in,
securing the release of the one-foot withholding strip
across th~ bottom of South 34th Place just'Northof Mr.
and Mrs. ,White's Parcel. .,
* The City would request that the County waive any fees
associated with the relocation of the Sanitary System
from within the South. 34th Place right of way dedication.
* The City would encourage the County to provide road funds
for the proj eeL
* The City would assist or endorse the application of Mr.
\ and Mrs. White if any other approvals are required by
Lane County, including the application for a Facility
Permit for drive~ay access off South 34th Place.

If there .is any other assistance or courtesy which the city may
extend to Mr. and Mrs. White which has not been discussed, please
contact us to determine if it is something that we can do.
On a related issue the City Engineering Staff will be discussing
with the County Engineering Staff ways to better coor~inate the
County and City's reqUirements, and ways to make it easier for an
applicant to get' all information at one location, rather than being
required to interact with both County and City Staff.
Additionally, the' City will be taking steps to increase the
visibility 6f the. "Local Street Plan" by making presentations to
Realtors; Realtor Associations and Escrow Companies.
