Dear Mr. Marx:
I represent David Larson on various matters. On December 28th Mr. Larson
brought your letter of December 17, 2004 to my attention. I spoke with a David
Bowlsby in your department and requested a 30 day extension to January 30, 2005
for submission of a plan check approval. Mr. Bowlsby suggested that I write a
letter to you requesting that extension.
This area of the law is not my field and, therefore, I am attempting to find an
attorney in the Eugene-Springfield area familiar with this area of the law and will
refer the case to him or her in the very near future. However, if you do not hear

Dear Mr. Larson:
As a result of a complaint, the City of Springfield Community Services Division,
Building Safety, conducted an inspection onDecember 13, 2004. It has
detemlined that the structure located at the above referenced location, also known
as Lane county Assessor's Map #17032621 Tax Lot 05500, is in violation of
.Section 206 of the Springfield Building Safety Code'Administrative Code. Lane
County Assessment and Taxation records reveal that you are the owner of this
property.
Section 206 (a) of the Springfield Building Safety Code Administrative Code
states, "It shall be unlawful for any person, to erect, construct, enlarge, alter,
repair, move, improve, remove, convert or demolish, equip; use occupy or
maintain any building, structure or building service equipment or cause or penuit
the same to be done in violation ofthis Code and the Specialty Codes".
On December 13, 2004, I validated the complaint that we had received that the
approved single family residence had been converted into a duplex without the
required approval from the Springfield Planning Division or without any permits
or inspections from our Division.
Following my visit I contacted Liz Miller from the Springfield Plmming Division,
regarding the possibility of a second unit on this. lot. Although the use is
permitted, there are requirements that need to be met prior to approving a second
unit. Also, I verified with the Community Services Division, plan review section
that plans had not been submitted, or penuits issued, for the conversion of your
residence.
