ITEM TITLE: MEMBERSHIP OF THE BOARD OF DIRECTORS OF SPRINGFIELD
ECONOMIC DEVELOPMENT AGENCY
ACTION
REQUESTED:
Adopt/not adopt the following ordinance: AN ORDINANCE AMENDING
ORDINANCE NO. 6107 TO CHANGE THE MEMBERSHIP OF THE BOARD
OF DIRECTORS OF SPRINGFIELD ECONOMIC DEVELOPMENT AGENCY
ISSUE
STATEMENT:
Lane County Commissioners modified their District boundaries in 2011. Both the
Glenwood Urban Renewal District and the Downtown Urban Renewal District are
now represented solely by the Springfield Commissioner. There is no longer a need
to continue membership of the East Lane County Commissioner on the SEDA
Board. The proposed Ordinance amends the Board of Directors from 9 members to
8 members eliminating the position for the East Lane County Commissioner.

IMPACT:
A first reading of this ordinance was held on February 4, 2013 during the regular
Council meeting.
No fiscal impact is anticipated.

ORDINANCE NO. __________ (SPECIAL)
AN ORDINANCE AMENDING ORDINANCE NO. 6107 TO CHANGE THE
MEMBERSHIP OF THE BOARD OF DIRECTORS OF SPRINGFIELD ECONOMIC
DEVELOPMENT AGENCY BY DELETING THE EAST LANE COUNTY (DISTRICT
NO. 5) COMMISSIONER DISTRICT
RECITALS:
WHEREAS, during calendar year 2011 the Board of County Commissioners of Lane
County established new Commissioner district boundaries; and
WHEREAS, the Glenwood Urban Renewal District is no longer within the East Lane
County Commissioner District No. 5; and
WHEREAS, as a result of the 2011 redistricting, the area represented by the Springfield
County Commissioner District No. 2 now fully encompasses the area of the Springfield
Downtown Urban Renewal District and the Glenwood Urban Renewal District; and
WHEREAS, as a result, citizens living within each Urban Renewal District are now
represented on the Board of County Commissioners by the Springfield County
Commissioner District No. 2. As a result, there is no longer a need for the East Lane
County Commissioner District No. 5 to be a member of the Springfield Economic
Development Agency.
NOW, THEREFORE, the City of Springfield does therefore now ordain as follows:
Sections 2 and 3 of Ordinance No. 6107 shall be amended to read as follows:
“2. The Common Council hereby elects to exercise the powers of the Urban Renewal
Agency heretofore created in accordance with ORS 457.045, and in accordance with
ORS 457.055 does transfer the authority to exercise the powers of the Urban Renewal
Agency to the Springfield Economic Development Agency Board of Directors which shall
be comprised of the Mayor and Council of the City of Springfield, Oregon, and the Lane
County Commissioner elected as County Commissioner to Springfield District #2, for a
total of 8 members, which is duly authorized to exercise those powers under ORS
457.045.”
“3. The Mayor and Council of the City of Springfield, Oregon and the Lane County
Commissioner elected as County Commissioner to Springfield District #2 acting as the
Springfield Urban Renewal Agency Board of Directors shall have all the powers and
authority provided by ORS 457 for Urban Renewal Agencies in the State of Oregon.”

All other sections of Ordinance No. 6107 remain unchanged and in full force and effect.
