MORTAR REPAIR
ACTION
REQUESTED:
Approve or reject the following motion:
TO AWARD THE SUBJECT CONTRACT TO D&R MASONRY
RESTORATIONS, INC. IN THE AMOUNT OF $74,150.00.
ISSUE: Two bids were received on this restoration project. Contract award is now necessary
to enable work to proceed.

FINANCIAL
IMPACT:
This project is for the rehabilitation of brick and masonry at the Historic Springfield
Museum. The project includes surface preparation and the removal and replacement
of old defective bricks and mortar. Work will be required on all facades of the
building ranging from spot repairs to the removal and replacement of significant areas
of damaged bricks and mortar.
The project was specified and bid in two parts; a base bid and an optional item for
masonry cleaning. The base bid includes all work related to the repair and
replacement of damaged bricks and mortar, as well as any masonry cleaning
incidental to performing those repairs. Option 1 would include the thorough cleaning
of the masonry of the entire building, unrelated to repairs.

D&R Masonry Restorations, Inc. is the lowest responsible bidder on this project.
Sufficient funds are budgeted in the Building Preservation Projects account (810050)
to cover the City’s obligation; $60,000 City funded and $20,000 State funded by a
Preserving Oregon Grant which has been secured from the State Historic Preservation
Office to be used towards the restoration project.
Due to budgetary restraints, staff is recommending the award of the base bid in the
amount of $74,150.00.
