Staff specifically seeks feedback on project categorization structure. ISSUE STATEMENT: The Transportation System Plan (TSP) update will address long-range (20-year) transportation needs for the City of Springfield in part by listing transportation projects needed for the 20 year planning period. These projects are based on recommendations from project Committees, public input, consultant and City staff. ATTACHMENTS: 1. Memo from TSP consultant, CH2M Hill 2. Draft Project maps 3. Project Schedule DISCUSSION/ FINANCIAL IMPACT: The Transportation System Plan (TSP) update is intended to serve as a blueprint to guide future multi-modal transportation system improvements and investment decisions for the City of Springfield. As such, the TSP will include project lists that further define locations of specific transportation projects for the next 20 years. The TSP Core Team, Project Management Team, Stakeholder Advisory Committee, Technical Advisory Committee, and general public provided input to develop a range of projects to evaluate. Project evaluation criteria, developed with input from these committees, were developed to help select projects. Criteria included considerations for property owner impacts, mobility, safety, and connectivity. Technical model outputs helped evaluate future congestion and mobility levels based on land use inputs. Transportation infrastructure projects have been organized into seven different lists, or categories, in the draft TSP. Rather than ranking projects, staff are recommending that the project lists be grouped into short, medium and long term time frames, and include an additional Opportunity Projects list, Study Area list, As Development Occurs project list, and a Transit Projects list. The time frames are not rigid and may overlap (i.e. 0-8yrs.; 5-15yrs.; and 10-20yrs). This project categorization structure will provide the City the most flexibility in adjusting to infrastructure needs over the life of the Plan. City staff will be available for questions and comments at the Council work session. ATTACHMENT 1, PAGE 1 OF 7 TECHNICAL MEMORANDUM City of Springfield TSP Project Evaluation and Classification Springfield City Council PREPARED BY: Springfield TSP Project Team DATE: January 22, 2013 Over the past year, the Springfield TSP team has worked closely with the Stakeholder Advisory Committee (SAC) and Technical Advisory Committee (TAC) to identify and screen project ideas. To begin to organize the TSP, the team has categorized the project ideas into seven categories. This memorandum defines the categories, presents a recommended categorization of the project ideas and summarizes the evaluation process that was used to arrive at the categorization. Overview The TSP will include a wide range of project ideas that can be implemented over time. It will include projects that are likely to be implemented by the city, through partnerships with private entities, and by other government agencies. The TSP will be written to be flexible to allow the city to advance projects as opportunities arise and needs change and to support economic development opportunities. The categories organize the projects but projects may move among the categories even after the TSP is adopted. Project Categories To develop the TSP, the project team has organized projects into the following categories: 1. As development occurs projects1 2. Opportunity projects 3. Short-term projects 4. Medium-term projects 5. Long-term projects 6. Study projects 7. Transit projects As development occurs projects are projects that are likely to be needed as properties in the city develop or redevelop. These projects are not likely to be advanced by the city in the absence of this development. Because these projects are likely to be constructed to support or in partnership with development, they are categorized separately. Opportunity projects Include lower cost and scale roadway projects that would generally not require right-of-way such as intersection improvements. For example, intersection improvements typically involve lower cost improvements such as signal timing or roundabout placement (depending on right-of-needs), improved signage and lighting upgrades and lane reconfiguration. These types of improvements typically can have significant positive impacts on the overall system. Opportunity projects also include lower cost and scale pedestrian and bicycle projects that are on-street and primarily limited to restriping. The TSP will include a list of study projects. These are project ideas that will require additional study to define a project that can be implemented. The TSP will also include transit projects generally defined as the frequent transit network. These are projects that LTD would implement in consultation with the city. The frequent transit network will be further refined during the Regional Transportation System Plan process. The remaining projects included all urban standards projects, higher cost and scale roadway projects, and higher cost and scale pedestrian and bicycle projects. These are generally roadway projects that would require right-of- way acquisition, and pedestrian and bicycle projects that are either off-street or would require right-of-way acquisition. The categorization as short, medium or long-term projects recognizes the relative priority of each project at the time TSP adoption. The categories are intended to be flexible with projects able to move up or down in priority as the city’s context changes. Evaluation Process After identifying the as development occurs projects, low build projects, study projects and transit projects, the project team conducted a qualitative evaluation process of the remaining projects. The team initially considered all evaluation criteria, but the following criteria were most useful in differentiating among projects: • Impacts to developable parcels, developed properties and neighborhoods. • Support for new and redevelopment priorities. • Mobility benefits for freight, through traffic and local traffic. • Connectivity for all modes, particularly around major activity centers. • Closure of gaps on pedestrian and bicycle routes and improved pedestrian and bicycle routes near major activity centers and schools. • Safety benefits for all users. Using this qualitative evaluation, the project team recommended classifying the remaining projects as short, medium and long-term priorities. The team reviewed these classifications with the SAC and TAC in December 2012. Further Evaluation and TSP Development Once the preliminary categorization is generally agreed to by City Council, the project team will prepare cost estimates for all projects and conduct a more detailed evaluation of the short and medium-term projects. This more detailed evaluation will assist in refining the city’s priorities for the TSP. The TSP is intended to be a flexible document that allows for new priorities to emerge and to allow the city to capitalize on opportunities. The City Council will be asked to review the final projects included in the TSP prior to TSP adoption. Preliminary Project Classifications The tables below and attached maps show the preliminary classification of projects into the seven categories. Opportunity Projects The projects identified in Table 1 and illustrated in Map 1 are proposed opportunity projects. These lower-cost and scale projects would generally not require right-of-way and could be implemented as opportunities arise.
