SPECIFIC VIOLATION: Section 3.3-914 of the Springfield Development Code - Historic Overlay District. Informaiton
was received concerning the installation of new siding on this property located within the Historic District. A Notice and
Order was sent to you on October 18, 2012. We were contacted by your builder who told us he would be submitting an
application for Historic Review in a few days time however the application has not been submitted we have heard nothing
further.

REQUIRED CORRECTION: Please contact Springfield Planning staff. Planning staff can be contacted
between 8am-noon and 1-3pm Monday-Friday by calling 541-726-3753 or in the Development and Public
Works office. Per Springfield Development Code a Type 1 application is required.
POTENTIAL SCHEDULED FORFEITURE: The Municipal Court may impose a civil penalty of up to $500.00 for a first
offense and up to $1,000.00 for a second offense. Each day a violation continues constitutes a separate offense.
IF COMPLIANCE IS NOT ACHIEVED WITHIN SEVEN (7) DAYS OF THE DATE OF THIS WARNING, A CIVIL
INFRACTION CITATION WILL BE ISSUED.

The City received a complaint that the property listed above is in violation of a Springfield City Code and/or ordinance.
Staff have visually inspected the property at this address and believe that a violation is occurring. Rather than issue a
citation or taking immediate legal action, we wish to provide you with an opportunity to correct the violation before any
penalties are incurred:

required even if you are simply replacing damaged exterior features with virtually identical materials. Per Springfield
Development Code a Type 1 application is required.
In order to avoid actions being taken against you or your property we encourage you to proceed before the deadline for
compliance identified below. In the event that you have not taken corrective action by the assigned time deadline, a
civil infraction citation will be issued to the resident and/or property owner requiring you to appear in Municipal Court.
A finding by the Court that a Civil infraction has occurred can result in a fine of as much as$500.00 for the first offense
or up to $1000.00 second or subsequent offense. The Code provides that each day a violation continues constitutes a
separate offense, so penalties can increase.rapidly if a violation is not corrected.
DEADLINE FOR COMPLIANCE: Seven (7) days from the date of this letter.

Physical description of property and statement of historical significance:
This 1890's residence is a renovated two-story Homestead House. It has a lot-pitch-gable
roof with exposed rafter tails. Newer vinyl siding and decorative shutters cover the
.exterior, and there is .plywood at the gables. New alumittm:. windows have replaced the
originals. A one-story rear section has a shed roof and a front verandah has been
replaced by.a full-width concrete deck covered by a 'shed roof supported by 4x4
posts and beams.
This house was part of the property involved in the 1893 foreclosure on the Springfield
Manufacturing Company. As with much of this property B.A. Washburne acquired the
property from Rufus Mallory. In 1907 J. H. Hynes bought from Washburne and retained
it until 1946, when it was sold to the current. owner. Older residents recall that it
was rented by mill workers and a barber (corroborated by city directories) .
In 1975, in response to a complaint the inspector noted" No housing violation. Just a
tired, well-used old house. No action taken."
In January 1979 a fire gutted the entire second floor and roof. The second floor was
declared unsafe and house removal was recormended. According to informants the house
stood for a "couple" of years then was renovated. Also they say the house appears much
the same as it did originally. Early photographs show that the roof pitch was greater
than at present.
