Information sharing only. ISSUE STATEMENT: Council is scheduled to hold their Annual Goal Setting Session in December. ATTACHMENTS: Attachment 1: Memo from Mayor Lundberg DISCUSSION/ FINANCIAL IMPACT: Each year the Council holds an Annual Goal Setting Session to review and update their Council Goals. This year’s Goal Setting Session is tentatively scheduled for December 10. See attached memo for information regarding pre-goal setting interviews and process. M E M O R A N D U M City of Springfield, Oregon To: City Councilors From: Mayor Lundberg Date: October 18, 2012 Subject: Council Goal Setting It’s time we start to think about our annual goal-setting session. Normally we focus on our existing goals and make minor adjustments. However, after hearing from each of you, I believe there is widespread agreement among the Council to use our next goal-setting session to set more specific priorities. This is an opportunity to select a small number, say two to four, top strategies to accomplish within the next three years. These strategies would be phrased as specific accomplishments, not broad statements of intent. As a hypothetical example, rather than stating “we will enhance public safety” we could set a specific goal “to reduce residential burglaries by 20% by 12/31/15.” Rather than a broad statement such as “building an effective and efficient pedestrian system” we could set a specific goal “to build six new lighted crosswalks by 12/31/14.” To help us with this approach we have enlisted the assistance of Stan Biles, a consultant that has helped us in our last two goal-setting sessions. He is excited to assist us as we move to more specific priority setting. Stan will be scheduling a meeting with each of you during the first two weeks of November. During these interviews he will help us refine our individual proposals so they can be shared with the full Council before our session. We plan to schedule the Council session during the first two weeks of December. After our initial meeting we can share our initial thoughts with the public and enlist their feedback to our proposals. I hope that our process will result in a small number of specific strategies that will help us achieve our existing goals. Each strategy will have a deadline so we can track progress and make mid-course adjustments if needed. Once we can agree on our top priorities we can share our approach with partner agencies and Team Springfield.
