APPLICATION FOR MINIMUM DEVELOPMENT
STANDARDS (MINOR) PERMIT
Narrative in Suyport of Application
PROPOSAL: Replacement of existing equipment storage container with larger equipment
storage container.
BACKGROUND: Th'e Willamette Valley Babe Ruth Baseball League ("Willamette") is a
parent-run organization that produces baseball play in Lane County for players between the ages of
7 and 14. The Thurston geographic area has an organization, named "Thurston Area Babe Ruth
Baseball' ("Thurston Area"), that is responsible for fielding teams for the Willamette league.
Pursuant to an informal private sector/public sector partnership with the Springfield School
District,Thurston Area has improved two baseball fields located on the campus of Thurston Middle
School, 6300 Thurston Road. Thurston Area stores and protects its equipment and machinery
(tractor/lawn mower), necessary for the maintenance of the two fields, in a metal storage container
located south of the baseball fields and adjacent to the tennis courts and utility road located on the
campus. Thurston Area desires to replace, ati the current placement, the existing metal storage
container with a newer and larger metal storage container. The school district is supportive of the
replacement. The City of Springfield Planning Department has opined that replacement of a metal
storage container requires the application for a Minimum Development Standards (Minor) Permit.
NARRATIVE:
Thurston Area proposes to replace the existing metal storage container with a larger metal
storage container at the same location that the existing container occupies. The existing container
has occupied that location for at least eight years. Thurston Area needs to enlarge its storage area
and has located a replacement metal storage container. The replacement container is manufactured
in China. It is 40 feet long, 8 feet wide, 8.5 feet high and weighs approximately 8,500 pounds. The
Oregon vendor for the Chinese manufacturer states that the State of Oregon does not require snow
load ratings for metal storage containers andl that the manufacturer does not provide one. The
containers are built for standard inter-modal shipping that include ships, trains and trucks and are
constructed to withstand the accumulated weight of numerous containers stacked together on cargo
ships.
Section 4.7-105 rof the Springfield Development Code appears to provide for standards
relating to Accessory Structures. Sub-section A.1 relates to storage"buildings"which should be able
to wrap up metal storage containers within its definition. Sub-section B.1 states that accessory
structures may be located anywhere on the property. The Section 4.7-195 provisions regarding
public schools contain no standards for access ory buildings.
The existing (and proposed) location of the storage containers is adjacent to other school
structures and west of the utility service road located on the east edge of the suect property. It is

located approximately 1,615 feet north of Thurston Road and approximately 75 feet west of the east
property line. The proposed location complies with all set-back requirement of the Springfield
Development Code. The existing container does not receive any public service(water,power,etc.)
and the replacement will i
not receive any public service.
Replacing an existing metal storage c ntainer with another metal storage container at the
same location does not appear to violate any substantive provision of the Springfield Development
Code. Furthermore, the proposal is for a storage container on a developed site—the property is
developed with the Thurston Middle School campus. Accordingly, the Minimum Development
Standards regarding landscape planter strips,trash receptacles,bicycle parking,automobile parking,
public right-of-way access, sidewalks, streetlights and connection to public utilities either do not
apply to the proposal or'are met by the level Iof development currently existing on the Thurston
Middle School campus.;j Therefore, the application should be approved.
