ITEM TITLE:
APPROVE A CONTRACT WITH RIDDLE MARINE, INC. FOR
MANUFACTURE OF A FIRE/RESCUE BOAT.
ACTION
REQUESTED:
By motion: Authorize City Manager to sign a contract with Riddle Marine, Inc.,
Inc. for procurement of fire/rescue boat.
ISSUE
STATEMENT:
Springfield Fire & Life Safety desires to enter into an agreement with Riddle
Marine, Inc. for procurement of a fire/rescue boat.

DISCUSSION/
FINANCIAL
IMPACT:
Springfield Fire & Life Safety received a FEMA Assistance to Firefighters Grant
in March 2012 for the purchase of a fire/rescue boat. Springfield’s current jet
boat used for water rescue is a 2002 model that is reached the end of its’ useful
life. The aluminum hull of the boat has been repaired so many times, additional
repairs may not be possible. Boats under 20’ were included in the FEMA grant
guidance as Operational equipment, and SFLS was successful in its’ request for
funding.
This new fire/rescue boat will be 19’6” in length and designed for optimal
operation in the types of conditions experienced on the McKenzie and Willamette
Rivers. Improved maneuverability, increased safety, low-water capabilities and a
reinforced hull will provide an excellent water rescue craft for the 3-Battalion
system.
Per the City of Springfield purchasing guidelines, an Invitation to Bid (ITB) was
posted in August 2012 and Riddle Marine was the only responsive bidder.
Total cost of the boat is $58,510. The FEMA grant was for $55,000, with $44,000
in federal funding and $11,000 in the required matching funds from the City.
SFLS has budgeted use of equipment replacement fund reserves for the City’s
portion of the cost. The additional $3,510 will be expended from FY13 current
operating funds.
