Springfield Welcome SignIn 2007, Springfield voters approved a Downtown Urban Renewal District. Since then, Springfield staff has been leading a community planning process to develop plans and policies which will promote and sustain a vibrant Downtown Mixed-Use district with:

  • successful retail blocks,
  • inviting pedestrian-friendly streets,
  • downtown housing,
  • an enhanced civic center and public spaces,
  • cultural destinations, and
  • connections to Island Park and the surrounding neighborhoods.

The City Council directed staff to prepare Downtown District Design Standards to ensure that new redevelopment projects and public streetscape improvements will make positive contributions to improve the look, feel and functionality of Downtown. Currently, the City is conducting a process to review, refine, update and reformat the design standards in the Springfield Development Code, Engineering Design Standards Manual and Municipal Code. The new design standards are intended to improve Downtown’s overall image, attractiveness and economic vitality, and to address compatibility between new mixed-use development and Downtown’s existing historic buildings and blocks.  The revised standards will be presented in a simplified, user-friendly format to clearly communicate flexible options for new development to achieve the intended outcomes.  
Everyone is invited to participate in this process, by attending open house events, by submitting comments and concerns to City staff via this website, by attending a Citizen Advisory Committee Meeting, and by attending future public hearings.  Please join the email list to be kept informed about next steps in the process.
