When possible, council will not appoint people currently serving on another governing body to the Planning Commission or Budget Committee.
When appointing people to any of the other city boards, commissions or committees, the Council shall take into account whether that person is being reappointed for a subsequent term, is currently serving on another governing body or currently appointed to another city board, commission or committee.
When possible, the Council will appoint people to serve on one City board, commission or committee only.

City Boards, Commissions, and Committees

Arts Commission
The Springfield Arts Commission was created by the City Council to promote the arts in Springfield. The Commission gives assistance to local artists in the form of grant sponsorship, networking, education, exhibits, and occasionally funding. The Commission meets the 2nd Tuesday of each month (except for July and August) at 6:30 p.m. Contact: Amy Orre, 726-3766.

Bicycle and Pedestrian Advisory Committee (BPAC)

The Springfield Bicycle and Pedestrian Advisory Committee (BPAC) was established to provide input on bicycle and pedestrian policies, infrastructure, programs, education, and enforcement. The committee advises the City Council and city staff on matters relating to pedestrian and bicycle planning. Contact: Emma Newman, 726-4585.

Budget Committee
This statutory committee guides the long-range financial plan and develops the City's annual budget. This Committee meets once in December/January, then again in April/May. Contact: Nate Bell, 726-2364.

Building Board of Appeals
The board determines the suitability of alternate materials and methods of construction and provides for reasonable interpretations of the Specialty Codes enumerated in Articles 2 through 6 of the Building Safety Codes. The board also listens to variance applications relating to the Springfield Sign Code. Contact: David Bowlsby, 736-1029.

City Council
The Council holds regular meetings each first and third Monday of the month at 7:00 p.m. Work sessions are held on the second and fourth Mondays at 5:30 p.m. Councilors are elected by the citizens of Springfield as the local governing body to set policies for the operation of the City of Springfield. The Council has all the authority granted to them by State Law and the City Charter. Contact: Gino Grimaldi, 726-3700.

Downtown Parking Advisory Committee

The Downtown Parking Advisory Committee is a volunteer body which advises the Springfield City Council, Springfield Economic Development Agency, and City staff on the Downtown Springfield Parking Program. Contact: Courtney Griesel 736-7132.

Community Development Advisory Committee (CDAC)
This citizen committee provides recommendations to the City Council on the best use of the City's allotment of federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds. These funds support housing programs, social services, affordable rental and home ownership housing development, neighborhood revitalization activities, parks and street construction and downtown redevelopment. Travel Lane County
The bureau is a non-profit organization which aggressively markets the local area and Lane County as a visitor destination and provides services to conventions, tourists and members as needed. The board TLC Board meets monthly. Contact: Courtney Griesel, 726-3700.

Glenwood Renewal Advisory Committee (GRAC)
This committee provides advice to the Springfield Economic Development Agency Board which operates the Glenwood Urban Renewal Plan to develop and redevelop the infrastructure to support the Glenwood Refinement Plan and other development activity outlined in the Glenwood Urban Renewal Plan adopted December 6, 2004. The Glenwood Renewal Advisory Committee meets on a monthly basis or as needed. Contact: Courtney Griesel, 726-3700.

Historic Commission
This statutory commission reviews and makes recommendations to the Planning Commission, Hearings Officer or City Council concerning certain quasi-judicial decisions and legislative matters for properties within or potentially within the Historic Overlay District. This commission also oversees projects which foster and preserve the community's heritage. The Commission meets every other month.

Housing Policy Board
This intergovernmental committee advises the Board of Commissioners and the Springfield and Eugene City Councils on the housing needs of the low-income residents, and develops a budget and work plan for targeting local government resources for housing related activities. The frequency of the board's meetings varies from every two weeks to monthly. Contact: Erin Fifield, 726-2302.

Human Services Commission
This intergovernmental committee advises the Board of Commissioners and the Springfield and Eugene City Councils on community needs and priorities for human services, and assists in developing a strategic intergovernmental human services management plan for targeting local government resources. Liaisons to this committee can be either from the City Council or Budget Committee. Contact: Erin Fifield, 726- 2302.

Lane Regional Air Protection Agency (LRAPA) Board
LRAPA is the local air pollution authority for Lane County. LRAPA is responsible for monitoring Lane County air pollution and determining compliance in the Lane County area with the Federal Clean Air Act. The LRAPA Board oversees the operations of the authority. Contact: Gino Grimaldi, 726-3700.

Lane Workforce Partnership (formerly SWPIC)
SWPIC directs the operation of local employment and training programs funded under the federal Job Training Partnership Act. Contact: Courtney Griesel, 726-3700.

Library Board
The Library Board advises the City Council and City Manager on issues related to Library development, services, and policies. The Board meets the 1st Tuesday of each month, from September through July, at 5:30 p.m. Contact: Emily David, 726-2235.

McKenzie River Watershed Council
The council was formed to help address watershed management issues in the McKenzie River Watershed and provide a framework for coordination and cooperation among key interests in the development and implementation of watershed action program. The Council meets monthly. .

Metropolitan Policy Committee (MPC)
This intergovernmental committee was formed to consolidate several intergovernmental committees, including the Metro Cable TV Commission, Metro Plan Policy Committee, Metro Transportation Committee and Urban Transition Committee. This Committee reviews policy issues related metropolitan, intergovernmental cooperation and also serves as an appeal body when differences occur in approval of Metro Plan Amendments. The Committee consists of two elected officials each from Eugene, Springfield and Lane County. Contact: Gino Grimaldi, 726-3700.

Metropolitan Wastewater Management Commission (MWMC)
This commission oversees the provision of the sewer service in the metro area. The Commission meets the 2nd Friday of each month at 7:30 a.m. Contact: Matt Stouder, 736-1006.

Museum Committee

The Springfield Museum Committee was formed to support the Springfield Museum Curator. It is responsible for making recommendations for Museum exhibits and programs; assisting with implementation of exhibits and special events; assisting with community outreach and publicity. The Committee is responsible to the Library Board.

Neighborhood Watch Board
The purpose of this Board is to organize and operate the Springfield Neighborhood Watch Program. Neighborhood Watch promotes safety through neighborhood unity and partnership with law enforcement. The Board meets the third Wednesday of the month at 4:00p.m. with the exception of June, September, November, and March. On those months the board meets at 5:00p.m. and the general meeting follows at 6:00p.m. Contact: Wendy Polen, 726-3729.

Planning Commission
This commission makes recommendations to the City Council and other public agencies on policy matters related to planning, zoning and development within the City. The Planning Commission also serves as the city's Committee for Citizen Involvement with responsibility for approving citizen participation programs and opportunities for participating in land use matters affecting the city. The Planning Commission meets each first and third Tuesdays at 7:00 p.m. Contact: Brenda Jones, 726-3753.

Springfield Police Advisory Committee
The task force provides input regarding police policy matters and Long Range Plan implementation to the Chief of Police. They review police policies and make recommendations to the City Council. The task force meets the first Thursday of every month. Contact: Wendy Polen, 726-3729.

Public Safety Coordinating Council (PSCC)
Coordinating Councils were created by the Oregon legislature for the purpose of coordinating county- wide public safety and criminal justice services. Contact: Gino Grimaldi, 726-3700.
